How do I open the settings?

Click the bulb icon in the menu bar. The settings open in their own window. If you switched on Show in Dock in General, a click on the Dock icon opens the same window.

How do I quit Twinkle Lights?

Open the settings and click Quit Twinkle Lights at the bottom of the window, or press ⌘Q while the window is in front.

I switched on the snow, but nothing falls.

When Reduce Motion is on in macOS (System Settings › Accessibility › Display), Twinkle Lights lets no snow fall and keeps the lights steady. The Snow section says so while it is on.

The lights sit in front of my windows. Can they go behind?

Yes. Switch off Always on top in the Lights section, and the lights sit on the wallpaper, behind your app windows. The Snow section has its own switch for the snow.
